Also, each agency in the federal government is designated for a specific purpose such as managing resources, financial oversight, or issues of national security. In addition, federal agencies make sure people in the United States have resources available to them for adequate health care. Furthermore, this paper will discuss the Department of Health and Humans Services (HHS) and the impact on health care policy and delivery, the impact federal government impacts HHS, a current initiative the agency faces, and the problems of health care policy. Overview The Department of Health, Education and Welfare is a federal agency that is responsible for the principle health of the United states of America and was established in 1953 by President Dwight D. Eisenhower. However, the name was changed to the Department Health and Human Services (HHS) in 1979. Under the Department of Health and Human Services there are Also, HHS’s overall mission “is to enhance the health and well-being of all Americans, by providing effective health and human services and sustain advances in the sciences underlying medicine, public health and social services” (Schaeffer, Schultz, & Salerno, 2009). When the department began operations in April 1953 a wide range of programs and initiatives were established that covered a wide range of events to protect and serve the health of the American public. In addition, the department of health and human Services has eleven agencies under them to provide health care (Strategic Goal 1: Reform, Strengthen, and Modernize the Nation’s Health care System, 2020). Additionally, HHS works to expand health care not only in urban areas but in rural areas that have inadequate access to health care that could exacerbate health problems and raise the cost of health care (Wilensky & Tietelbaum, 2020). Furthermore, the Department of Health and Human Series provides essential health care services that might not be otherwise available to high-risk individuals. Federal Government Involvement The agencies existing within the three branches of the United States government; executive, legislative, and judicial because rules and policies made affect what service they can provide. Also, the Department of Health and Human Services falls under the executive branch in which the Secretary of HHS is appointed by the President of the United States with the approval of the legislative branch. While improving the health and human services for the public, HHS must cross-collaborate and work with other federal agencies (Department of Education and Agriculture). Cross-collaboration are important because it makes sure federal laws are followed regarding the availability bulk of food foodstuffs for nutrition assistant programs such as the Children’s Health Improvement Program (CHIPS) that HHS oversees within its agency. In addition, the executive branch can issue executive orders to expand or resend health policy for what services the HHS can provide (The Executive Branch, n.d.). The legislative branch can affect HHS’s mission by passing legislation that restricts or expands the services provide, just as the executive branch. Additionally, the legislature can thoroughly deliberate and argue what is going to benefit the health of the American public because Congress can delegate rule-making and regulatory power to department within executive branch. The judicial branch job is to uphold and review all rulings and laws for federally funded agencies regarding the legality of public health. For example, the United States Supreme Court upheld an HHS regulation barring federally funded family planning clinics from providing women with objective clinical information about reproduction choices, this became known as the “gag rule”. However, in the case of “Planned Parenthood of Southeastern Pennsylvania v. Casey the Supreme Court changed the legal standard by which to evaluate restrictions on abortion” (Bulger, Meyer Bobby, Fineberg, 1995). This case would allow HHS departments in the United States to place restrictions on where women could have abortions performed, timing, mandatory justification and information requirement (Bulger, Meyer Bobby, Fineberg, 1995).
